Portugal’s efforts to draw foreign investment falter as rental market spirals out of control

Housing Woes in Portugal: The Quest for Dinner… and Survival

By 7:30 PM on a summer evening, you’ll find Lisbon’s picturesque streets bustling with tourists armed with smartphones, desperately hunting for the perfect spot to capture their dinner selfies. Little do they know, amid the bar-hopping extravaganza, ordinary locals are grappling with the even more urgent issue of, you guessed it, surviving the monthly rent.

Margarida Custódio, a human resources professional and proud mom of three-year-old Pilar, is stuck at home pondering a bigger mystery: Why does she pay almost 90% of her salary on rent? With a monthly income of €930 (£795) after taxes, she waves goodbye to €700 as if it were an old friend—only to be left with about €230 for essentials like food, gas, and a miracle to keep them afloat. “It’s like living on the edge,” she says, clearly not referring to an exciting new Netflix drama.

    Demolition Derby

Across the bridge in Seixal, Lizandro Batista de Sousa Pontes is not just surviving; he’s also preparing for an unexpected demolition contest. Living in a crumbling housing development that resembles the set of a horror movie, this 47-year-old bricklayer is fighting against a local council determined to flatten his home as part of a “rehabilitation” project that clearly forgot the “alive” part of housing.

The council maintains that the buildings lack “habitable conditions,” which is council-speak for, “Let’s turn this place into rubble!” Meanwhile, De Sousa Pontes is busy legal wrangling to keep his block intact, arguing it’s still more suitable than moving into his sister’s already cramped flat. Who needs radical housing reform when you can have family drama instead?

    Portugal’s “Glow Up” Gone Wrong

Portugal, after narrowly dodging the 2008 financial crisis like a cat with nine lives, has stumbled directly into a housing crisis that seems to be more inevitable than your friend’s breakup notifications on social media. The economy, now fueled by deregulation and “hey, let’s make real estate a playground for foreign investors” policies, has turned the rental market into a surreal art piece no one asked to see.

With the average salary being €1,000 and half the population earning less, Portugal’s rental scene now resembles a twisted game of Monopoly where the “get-out-of-jail-free” card is being replaced with “you-can’t-afford-to-stay.” Major players include golden visas for luxury properties and tax breaks for foreigners, while locals do impressive acrobatics to make ends meet.

    “The Situation Is Crazy”

As Agustín Cocola-Gant, a research fellow oh-so-casually puts it, “The situation is crazy.” He observes that the rental crisis isn’t just affecting the financially fragile; it’s a full-on circus with everyone doing trapeze acts to avoid falling through financial traps. Children are skipping university because they can’t afford rent, while young professionals earning the average kind of salary are taking self-help courses on minimalism—if only they had the time between jobs, right?

Digital Nomads: The New Face of Gentrification

Then enter the heroes of our story: digital nomads. With thousands of remote workers flocking to Lisbon like pigeons to breadcrumbs, they are gentrifying not just neighborhoods but entire countries. Baptiste Cumin, a machine-learning engineer intent on being an “immigrant, not an expat,” has taken his physical and ethical baggage to Portugal’s sunny shores. “Before, it was gentrifying neighborhoods; now it’s countries!” he quips, possibly while clutching a craft latte.

    Government or No Government?

As the social fabric frays and protests erupt like popcorn on a stove, the Portuguese government seems to be finally waking up. Promising to tackle the housing crisis with measures that sound suspiciously like a government shopping list, there’s talk of increasing housing stock and putting a stop to the golden visas. But is it enough? Are they merely quick fixes, like slapping a band-aid on an elephant?

    Calls for Action

Veteran activist Rita Silva laments about 48,000 empty homes in Lisbon alone, which begs the question: Why are they empty while people scramble for roofs? She likens the situation to a wealthy nation watching its waterways poisoned while seeking “growth.” “We’re just asking for rent caps, regulation, and to make empty homes available. Is that too much?” she asks, as if negotiating for a parking space instead of affordable housing.

In the end, Custódio’s wish for a structural change resonates loud and clear. “The thing is, you can’t solve the problem with superficial government actions. It’s like bandaging a bullet wound,” she states. De Sousa Pontes rounds it up quite simply: “I just want to be treated like a normal citizen, with the right to a decent home.” Let’s hope one day someone hears these pleas between the echoes of tourist selfies and the sounds of demolition.
